The Scientists of the Rocky Mntn. Research Facility, in conglomeration with the Black Mesa Research Facility and the Little Rock Testing Facility, has been working on some 'kooky' experiments.

Additional info
Originally a custom map for Team Fortress Classic.
This map looks to be somewhat a first or early project from the author, and as such has not been compiled with visibility optimisations and lighting at all. Therefore your framerate may suffer (for a simple looking map), and the whole map will be full bright (no need for flashlight).
